Use cameras to help you
Although this is really more of an assist than a cheat, you can use the camera's as effective stunning devices on guards and dogs. Shoot the guards and they will wobble giving you the chance to run up to them and knock them out. On occassion one will stick in the guard and the guard will run off with it displaying the shakey camera picture until it falls off.
The best thing is that once you've knocked out the guards you can go
back and police up the camera's and use them on the next guard.
